Catherine Smith, Managing Director - Business Planning and Policy

As managing director of business planning and policy, Catherine Smith reports to the CEO and oversees all of the organization's business development and state government relations efforts for Youth Villages's direct service delivery. Her department is responsible for writing proposals for new and existing services; creating budgets and rates with new payers; identifying new service opportunities and trends; working with government relations firms in various states; and reaching out to new geographic areas as well as multi-state managed care organizations to share Youth Villages' mission and expansion efforts. Additionally, Smith works closely with Youth Villages' state leaders to develop state-specific business plans as well as helping the organization continue to refine its program offerings to meet the changing needs of the children and families Youth Villages serves.

Youth Villages is a private nonprofit organization dedicated to helping emotionally and behaviorally troubled children and their families live successfully. We help more than 22,000 children and families each year from more than 20 states and Washington, D.C. Our Evidentiary Family Restoration® approach involves intensive work with the child and family, a focus on measuring outcomes, keeping children in the community whenever safely possible, and providing accountability to families and funders. The EFR approach produces lasting success for children with success rates twice that of traditional services at one-third the cost of traditional care.
